Read A Book is reached with a Reading A Book Neutral Effect gained from the Book with the Learnable Feat corresponding to the one learned in the event. It cannot simply be a random event.

In the event, you learn the feat in the Book item's name. (If you already have the feat, including a passively granted version of it, this event is replaced with Your Favorite Book, in which nothing happens mechanics-wise.)
