- Target another player.
- If they are 10 or more spaces away from you: They become Incapacitated, also all players within 15 spaces of the target (excluding the target themself) move 2-4 spaces away from the target.
- If they are 9 or less spaces away from you: Nothing happens aside from this item going on cooldown.
